Since January 14, it has been possible to acquire the AM license at the age of 15. This allows the driving of a 50 cc two-wheeler up to 45 km / h. Not only all 50 ccm³ scooters such as a Vespa Primavera, but also 50 ccm³ shift mopeds such as the Aprilia RS 50 or Derbi Senda and also the Piaggio APE 50 can be driven with this license.
Here are some examples:
The Ministry of Transport reports:

Young people in North Rhine-Westphalia will be able to acquire a moped license one year earlier. The state cabinet decided on Tuesday (January 14, 2020) to lower the minimum age for acquiring a moped license from 16 to 15 years.

"Especially in rural areas, the moped driving license opens up an additional mobility option for young people to go to school or to an apprenticeship, which we now make possible in North Rhine-Westphalia," said Transport Minister Hendrik Wüst.

Security comes first for the state government. The previously required driving school education with a theoretical and practical driving license test remains a prerequisite for acquiring a moped driver's license for motorcycles with a maximum speed of up to 45 km / h (driving license class AM). So far, 15-year-olds have only been able to acquire the moped test certificate for motorcycles up to 25 km / h.

With the law amending the Road Traffic Act, the federal government has given the states the option of reducing the minimum age for acquiring the AM license class from 16 to 15 years.

The state government is now implementing this option immediately. The minimum age reduction regulation is expected to enter into force by the end of January.

In a limited model test in Saxony, Saxony-Anhalt, Thuringia, Brandenburg and Mecklenburg-Western Pomerania, the lowering of the minimum age in the driving license class AM was tested to 15 years. The experiences made there are rated positively. An evaluation in the model test countries has shown that the AM 15 is mainly used by young people in rural areas.
